We don't have to even consider the use of such weapons any any way shape or form.

All we need to do is turn it over to the military completely, accept some collateral damage initially, show that we mean business, and I guarantee the "collateral damage" possibilities will be so far away from the fighting that it won't be a concern anymore and anything left that moves will be a terrorist foe, then bring in the MOAB.

This would bring an instant terrorist fatality rate of a double digit percentage and bring the possibility of closure to this scenario to triple digit. When, oh when, will the powers that be, finally understand how these terrorist think?
