Did they forget to install the windows and just have gaping holes in the walls?According to the article, houses were built without the moisture barrier under the siding and no insulation in the attics. And its probably lots more than that, as it's just the heating costs. The heating season in northern PA is what, Nov thru March? 5 to 6 months. That's 600-700 dollars per month.
That's just asking to be responsible for the utility upper management's boat payments. Like I and others on this thread have alluded to...

So they had it coming? Someone made a good buck off of them. Taking advantage of the stupid isn't exactly an ethical thing. Tell Michael, it was only business.
