Divide Iraq into ethnic enclaves,including the New Palestine, rule them all as oil-producing colonies, and settle the damn place with illegal Mexicans, who will be well-paid for their trouble and given citizenship, if they want it, after 5 years as US oil workers.
Enough with Mr. Rogers and Eleanor Roosevelt. Bring back the bloody Raj and sort these Worthy Oriental Gentlemen out, now. Treat the survivors well, or at least well enough. Trade cold steel for hot oil. Even the Ottoman Empire was better than these filthy buggers trying to rule themnselves and involving us in their insane and murderous squabbles.

unfortunately I don't place much faith in the Pentagon planners, or the State Department wonkers to allow the theater commanders to take such bold and sensible initiatives.I don't know what I can do to restore your faith. Distrust, scepticism, willingness to believe the worst, unwillingness to give the chain of command the benefit of the doubt, pessimism may be logical outcomes of your previous experiences.
