Is it just me who thinks that the Socialist Pukes of the UN only get excited about a situation when the U.S. yawns?
And was de Villepin "bragging" that they had 4000 troops nearby? Four whole thousand! Of course it'll take 2000 Royal French rowboats to ferry them to Haiti and only three Haitian Cub Scout Packs to kick their ass.

Quite a few times. The longest was continuous occupation from 1915 to the 1930s.
BTW, the neo-con reluctance to get involved in this mess is contradictory with their zeolous supporting for bringing Wilsonian democracy to hell holes like Iraq. Aren't they the ones who are always telling us that the "everybody can have a democracy."
