In this way the RATS get to give the locals lots of $$$$ to "Fight Terror" rather than the military --- using their typical "buy the votes".

The emergency services Kerry describes are paid for at the state and local level. If Kerry's concerned about these services, he should run for mayor or governor.

On the other hand, the CIA and FBI are paid for at the federal level. And Kerry under Clinton pushed to cut the CIA's budget twice, and the FBI's budget once.

They should chronicle all of these nasty Rat campaign charges so that when the rats cry foul we can point them out.
