Simplistic response: (brain not awake enough, sorry)
Mr. Bush's goal for the ME is to turn the countries into true democracies. When Iran, the largest country, is changed over, hopefully others will follow. When this takes place, we won't need to be in the ME. At least as we are now.
And sanctions rarely seem to do much. Underhanded and backdoor dealings seem to undermine the sanctions. IF all the countries truly lived up to agreement, they'd be a lot more effective.
