I am unaware that there is ANY government involvement in the development of spelling rules.

Theodore Roosevelt once tried to introduce a 'simplified spelling', and for a period it was used in government correspondence.

Even he couldn't get it to catch on.

Thanks for the link. Roosevelt's biographers describe him as having had a squeaky voice, but in the mp3 he sounds rather normal (albeit with an upper-class northeast accent).

His exec. order to the printing office to use "simplified spelling" lasted about a week. It was ridiculed.

At least TR had a sense of humour about it... As part of a naval parade the President reviewed, journalists pasted a huge sign on their boat that read, "PRES BOT" -- TR thought it was hilarious.

Ghoti spells fish if one pronounces gh as in enough, o as in women and ti as in motion.

Not if you use the usual rules of English orthography and pronunciation. "Gh" is never pronounced as an "f" at the beginning of a syllable. "O" is only pronunced as a short "i" in a single word "women" and nowhere else. "Ti" is never pronunced as an sh; "tion" may get the pronuciation "shun."
