There is a thing called decency. When indecency laws are violated by such manners, that's grounds to be pulled over.
NASCAR is well known for yanking obscene pictures and schemes from cars.

Hmmm... any bets as to whether the customization includes Yosemite Sam "BACK OFF!" mudflaps, curb feelers, chain steering wheel, bobble head dogs or hula dancers, enormous rims with low profile tires, a "Don't like my driving? Call 1-800-EAT S***" bumper sticker, or a neon tube license plate holder?
