Prevention fatigue? Oh, puleez. They need to get a life... oh, never mind they have a life which they've made a conscious and informed decision to throw away.

There is no practical thing that can be done to "help" those who are determined to destroy themselves.

Well, you could help African countries better screen their blood supply so there are fewer cases spread through transfusions. You can make treatements for syphilus more widespread. You can help African governments eliminate the practice of female genital mutilation. You can help raise the general level of health. You can fund propaganda campaigns that highlight the risks of sex with prostitutes and people with multiple partners, and make known the limited risk-reducing effects of condoms. You can help the governments crack down on prostitution.

I agree with you, though, that the mindless approach of pushing condoms is a waste of money.
