The explanation given is I believe an accurate account of the proposed ordinance. If you read the section it sets forth the framework of existing ordinances.

Some of the commissioners will be termed out under term limits that the voters approved about 3 to 5 years ago here in Brevard County. Land has been bought up by a group called EELs. Additionally, we helped defeat a one percent sales tax referendum that had it been approved by the voters, it would have allowed the expenditure of fifty million dollars to buy up more land for conservation purposes. Thr question is: Where does it end, this setting aside of more land?

In conjunction with other existing ordinances if someone wishes to build a subdivision of new homes if this ordinance is approved, they would have to build these homes on smaller lots and allowing the building of more homes in a smaller area.

One thing I forgot to mention is then when I read the proposed ordinance along with an attached memo, it states that there could be causes of action based on The Bert Harris Act due to takings issues. So that does seem to indicate that if this ordinance is approved they are already anticipating these type of compensation claims being brought forth.
