If you don't have a license, then you can't purchase insurance. At least, it is unlikely that any insurance company would sell it to you.

If you have a license, then you can purchase it, but there is no requirement to have insurance just because you are licensed. If you are licensed and don't operate a vehicle, then you don't need insurance.

This whole thing is just pandering to the Hispanic "minority" in Kalifornia by passing laws which presume that law-breakers will obey them. It is similar to the laws outlawing outlaws from having guns. It has had no beneficial effect and is just harassment for legal gun owners.
