The Google Toolbar indeed rules. If you need to let a pop-up through for some reason, you can just hold down the Ctrl key while accessing that particular site. I keep hearing about this. Guess I will have to look into it. Any shortcut tips?

Just go to
toolbar.google.com and follow the directions. I'd select "open" and I'd "disable advanced features". It'll install itself to your browser in just a few seconds and the pop-up blocking will be turned on by default.

Sorry for the late reply. I am using it on XP myself. All you should have to do is unzip it into a a folder of your choice and create a link to the .exe file.
