not allowed to walk here What does that mean? Who prevents people from letting their kids walk to school? I am hardpressed to see who could enact or enforce such a rule and on what basis. Please add more detail - thanks.

technology depts...got a pass on the cuts. These two operations are traditionally the most overbudgeted depts a school system funds. They probably run Microsoft. They could try using open source and save a lot of cash. But that might cause them to have to learn how to operate a computer.

I'm sure they'll hire someone at an obsecen amount to put their finger in the crack and stop it And that new hire will be tasked with shoving $20 bills into the crack until it stops leaking.
Of course, the shover will require a new administrative hire: "Assistant Vice Principal for Fluid Infrastructure".
And then there's the SCUBA gear that they'll need to buy in order to evaluate the leak from the other side. Which of course will involve taking core samples from the levy at the point of failure. Which will make the leak worse.
Which means they'll need to hire another person to start shoving $20 bills into the cracks...
