Rummy is challenging his people to always consider how to do what they do better. This is not the action of a person attempting to cover up failures.

Yes. And I especially liked his comment that when he read the memo in the press, he still liked it.
We need more leaders who are willing to fix things rather than just cover up failures. Rummy doesn't need this office nearly as much as we need him in it.
