That's a damn sentiment and wrong to boot. Even the primal charter -- the Declaration of Independence -- disagrees the goal of law is to ensure the enjoyment of "Life, Liberty and the Pursuit of Happiness". Joy is far deeper than frivolity, perhaps that's what you mean. Joy is serious stuff.
