In the video, he explains that liberal blacks haven’t read Uncle Tom’s Cabin, and don’t really know who he actually was. The publication of the book angered the racists of the day. They performed plays mocking Uncle Tom, and painted a false public image of Uncle Tom. That’s reason #1 that liberal blacks call conservative blacks and republican blacks “Uncle Tom.”

The other reason is that they’ve lost an argument, and have nothing else to fall back on than ad hominem attacks.
