LaTourette's syndrome?
His PAC took money from liberal groups, and his comment is a way of drawing attention to himself and his lobbying business. More here.
I wouldn't necessarily assume that he speaks for anything more than himself and the outfits he runs, though.

Having lived in LaTourette's district I would say all of them. He would take our money and time, get reelected, then not talk to us.
I have another one like that here in Pa 3.
