Has there ever been a temporary tax? The sales tax surcharge to build Hwy 85 was temporary, and IMHO well worth it, although I could have done without light rail quite nicely.

No No NO No No, IDIOT.
Actually, a gas tax can be a good thing, as you tax something that is mostly imported (i.e. oil). You strengthen national security by a.) reducing the dependence on foreign oil and b.) having a more competitive auto industry in the long term (many popular cars in the US are way behind the times with regard to engine technology). The crux of the matter is: You need to offset this completely (or more) by lowering other taxes (e.g. (corporate) income taxes, VAT etc.), thus rewarding American ingenuity and industry.
