Not a rule, but Goodyear recommends certain minimum pressures. Could be part of the blow-out problem. Softer the tar, better the traction, a la dragsters. Problem is, they will come apart.

Yeah, that's what I'm curious about -- unless Nascar is trying to figure if there's a difference in the teams having vs. not having tire trouble... I could understand a check for safety reasons, but I figure it's gotta be something about the camber angle and stuff like that.
