There would be some value in defining surrender.
Surrender would be installation of a pro Russia government in Kiev that defines policy of Ukraine.
Anything less than that is not surrender, pretty much by definition.

More likely for Zelenski at this point.
The “peace-plan” that Russia gave to Witkoff is a symbol of crime.
No Westerner could therefore be following such a plan without becoming participant of the crime the plan suggests, and thus becoming a criminal.
Therefore, the White House will not, and can not, follow though on such crime-plan.
