These words were indeed spoken by Biden, around 13 years before he was elected to the presidency.

Obama will never be arrested, much less indicted, tried, and convicted, much as he no doubt deserves to be. Trump would pardon him first. But to expose him as a two-faced, traitorous tool of the permanent imperial bureaucracy and let everybody see it, would be enough. The pardon, by the way, and his public acceptance of it, would be the cherry on top.
