If the foreign country doesn’t accept the terms of Congress, trade should be limited to bartering US products for the foreign country’s products.

Barter has a tremendous overhead of its own.

I don’t know why the USA didn’t demand zero tariffs from foreign countries for export of our goods? We were giving them zero tariffs importing into our country. IMHO.
