However, I suspect it was the physical memo that he authorized that is causing all the consternation.

I think Kash and Bongino love the idea of the feds, and like an enamored girl, they think if a bad boy tells them the right words and acts right in their presence they are reforming them. “They were just trying to please their previous (boss)”.
