In general I notice more and more people who don’t dress properly for cold weather. I see school children get off the school bus in shorts and no jackets during frigid winter weather. A few years back at the Armed Forces Bowl, it was below freezing in December, cold and windy. I saw a lady there with a skimpy spaghetti straps top, no jacket.
