Ukraine is a constituent member of the Soviet Union, just like Russia, and is equally culpable for all the crimes and atrocities of the Red Army/Soviet Union, just like Russia.

The old Russian Empire collapsed, and the Ukrainians took the opportunity to seek independence.
It was conquered by the Bolsheviks in the course of the Russian Civil War. And other revolts in the region against the Bolsheviks were also crushed.
So it’s status in the days of the Soviet Union certainly wasn’t as a willing participant.

Yes, the Russians commit random destruction wherever they have the opportunity. Kherson City is still in artillery range.
But as a strategic matter, the Russians no longer have their bridgehead over the Dneiper.
