At the start of the war skill had nothing to do with anything - people were just assigned willy-nilly - That may have changed, but there are still reports that highly skilled people are being assigned to frontline combat units.

I see your point - select operators by aptitude, rather than extraneous factors like rank.
In WWII, the USA had a big advantage over the Japanese, because we selected pilots based on screening for skill, rather than the social status of the candidate’s family.
Just find the best people for the job.
