Paper was invented 2,000 years ago for the primary purpose of legal proceedings, which today is its last remaining significant purpose. Whenever a lawsuit breaks out, the first thing that happens is the demands for paper-based documentation. Of course Trump was preserving evidence, against the evil Deep State. That's entirely why the frightened Deep State freaked out about it.
Most Legal documents are digital format at some level. But don't forget the importance of toilet paper.

This doesn’t affect the legality of the seizure of the documents, but it may well impact whether or not the government chooses to go forward with an indictment. Indicting a former president simply for having some documents from his administration, When there is no evidence of anything otherwise nefarious going on, would be a really bad look for them.
