I agree with you 100 percent. Let’s try a little analogy and see 8f this passes the smell test. Replace guns with free speech. The DOJ will create a license for free speech. To talk you must be licensed. To print an opinion you must have a license. The licence to free speech can be revoked by DOJ for any reason...oh and we are going charge you for the privilege of free speech. See...it kinda smells. The Attorney General could deny a license for numerous reasons, including if the applicant has a “history of drug or alcohol abuse,”

There are millions of marijuana users who illegally possess guns today, but no real way to catch them. This will allow the feds to disarm any with a state card identifying them as illegal gun owners. Kind of a collision of the stupid drug war and the stupid war on guns.
