Gee, I wonder what else is causing people of means to continue to flee Chicago and move out of state? One party tyranny for 90 years, ever rising taxes and diminishing services, perverts running the public school system, etc. Oh, and did I mention crime levels across the board going through the roof with little or no effective prosecution? One of the legislative failures contributing to the jump in Chicago carjackings came when lawmakers in 2015 rescinded the right of county prosecutors to charge juvenile carjackers as adults. Juveniles have recently been responsible for nearly half or more of carjackings or carjacking arrests in Chicago.

All crime (except maybe crimes of passion) is a cost-benefit analysis.

If you lower the cost of performing the crime, you are more likely to commit the crime.

Sure, their school's gender-studies classes are interesting, but they are looking for something more career-focused.

Chicago is circling the drain. Look at the decline in mayors. Daley was a corrupt POS but he was the last mayor who had any claim to being a semi- serious leader. Then came Rahm Emanuel who was a total disaster for the city. About the only good thing you can say about Rahm is that he was marginally better than Lori Lightfoot who is a dumpster fire on napalm filled dumpster riding on a rail car on a train in the process of a train wreck. It's like a theatric production of Heart of Darkness meets Idiocracy.
