I can take a try -......US has wanted to drive a wedge between EU and Russia as they were getting to cozy and not as interested in US .....also to untie the knot between Russia with China. Both the EU and the Russia/China coupling were basically eliminating the US when you look at China's Belt and Road Project - where all roads lead to China for trade routes. In other words this adminstration has understood that the countries abroad see the US as declining as a World Power and China as a threat.
