Well, I do live in an old building so it may well be the wiring, but I can’t do anything about that and it’s illegal n now for me to buy the lightbulbs that would actually work...
Guess I can buy some rechargeable lanterns. Or eat a lot of carrots.

More likely heat. Recessed or enclosed lighting and budget LED’s don’t mix.

Some general service incandescent bulbs were banned in the sense that inefficient bulbs could not be sold due to not meeting gov’t imposed efficiency standards.

The exact same incandescent bulb CAN be sold as a heat lamp, but, manufacturers generally did not attempt to go that route, except in certain sizes where they make a limited number of bulbs, mark the price way up, and call it a heat lamp (but with no lumen rating.)
Essentially we WERE forced into CFL’s which met the efficiency standards, but had many other shortcomings. Thankfully, LED’s came down in price and replaced the CFL’s.
It is true that many CFL’s and LED’s do not in consumer use come close to meeting their claimed lifetimes, and in those cases the cost effectiveness can be questionable. I’ve not seen many actual LED elements fail. Usually it is a connection or associated circuitry.

CFL’s did not like on/off cycling. No problem for LED’s which have agreat record for lifetimes.
Given that an LED can pay for itself in just a few months, the coct effectiveness is UNquestionable.
Unless it is a severe tear a patch on the inside will work.
