I also have read that Epps himself did not actually enter the Capitol grounds. I don't know whether that is true or not as well, but it would be worth knowing the answer as a potential explanation for why he wasn't charged.
Ray Epps was most likely paid by Hillary Clinton and the DNC to set up innocent people.
