You are exactly right. Leadership decides who will be permitted to vote with the opposition. It’s usually a member who won’t be affected by his/her vote. Someone who is retiring. Someone who is resigning. Someone who can’t win anyway. Leadership knew. It’s always been this way. I hate being told that someone is “fighting” for us. Yeah right.

Some one congress can't bind the next congress. So they can resend any appropriates not spent. But if the executive enters long term construction contracts, then there may be little they can do.
