Unless there is some way to hack them, the commercial scooters won’t run without an account linked to a credit card, all managed through an app. It’s pretty cool, but people are people. A lot of the libs hate them because they reduce the need for taxis or uber.

In a rather tourist city square several of those scooter companies came in and dumped off dozens of the,. Tourists rented them and buzzed around the streets crashing in to people, restaurant tables, and buildings. One guy nearly ran head in to me. After a few weeks the locals sick of them and they all ended up in the Wisla river.

Yes, that is an actual job here in L.A. (SEE cRAIGSLIST). I personally know around 2 people who do this with a rented big van. They are provided the GPS coordinates for the scooter and they pick up. One night alone can make you $200. You have to be strong to lift those damn acooters off the ground and into the van.
The CONs: parking that van close to the scooter and not inconvenience traffic.

I alluded to the concept that the use of scooters had to be completely inclusive, which in their minds, means no involvement of money, credit cards, or identification. So they made them free to use with no strings attached, using either money grants from well meaning useful idiots (less likely) or...taxpayer dollars to buy votes (more likely)
Sigh. When it isn’t the Leftists who make this happen to fulfill their own environmental wet dreams or social engineering goals, it is gullible people with good intentions who enable it.

Your behavior is not exemplary. You should have beaten each scooter thoroughly with a 12 lb. sledgehammer before binning it.
It’s easy for the scooter company to stop it. Riders have to have the scooter app on their phone to ride. The scooter company then has a credit card number. All the scooters have GPS. If you detect a scooter left in a no-parking GPS location, charge $10 extra to the one who used it. If you deny the charge on your credit card, your privileges go away.
