Might I make some recommendations:
1) a Law that says the special session continues until either a quorum or until the next state election.
2) A law that says any state representative that has been arrested twice under such circumstances shall be considered to have resigned their seat, forfeits their pay and is barred from running for state office for a period of time. Say 10 years.
