Seems fair. If the federal government dumped a bunch of waste in my state I would expect them to pay for the clean-up.I'm sick of paying for government mistakes. Responsible parties need to be held to account.

The short answer: Monday’s ruling said Guam can pursue U.S. payments under the hazardous waste law.
The ruling, written by Justice Clarence Thomas, reversed a decision by a lower court that found a prior settlement had adequately “resolved Guam’s liability” for the dump.
Are you sure? Per the excerpt (bolded), it reads to me that a lower court found Guam no longer liable for cleanup costs, and the SC just reversed that decision. Which would mean they're adding more to what Guam is responsible for, not less?
