If some of the sanctuary areas are urban, tanks are much less effective. Look at Chechnya. Defenders on 2nd and higher floors can fire rpgs that penetrate thin armor on the top sides of these vehicles. Ambushes are more effective.

I would think that the Feds would use drone strikes wherever possible.
