The first thing I would do is change that map. There are huge parts of Colorado that are no friends of the Denver, Boulder and Aspen crowd. Likewise SE and NW New Mexico are very conservative. Austin, Houston, San Antonio and Dallas are hard core Dem.You could say the same thing about California. East of the coastal regions is much like the rest of the country, politically speaking.

If you REALLY what to get some attention. Show up en masse in every capitol and start erecting guillotines.
