Picking up materials that are not yours is theft.
As long as the materials have been adjudicated as abandoned, then unless DC has other intervening rules, that would be a logical conclusion. Walking down the street and making that conclusion as a person in public, still makes it theft.

And who is the victimized party here? If all these random piles of bricks/pavers really are property of construction companies, let them file a complaint. They won't, because they almost certainly don't have permits to be placing them on the sidewalks.
If it was placed there by BLM/Antifa terrorists, then I fail to see how that's theft. You're an activist, they put the piles out for activists. You're just taking your share a little early, before the riots begin!

And yet you still can't give a scenario where the multiple piles of bricks are legitimate. I'm not making the determination, I'm giving options for what it could be.
