This is a tough scenario.
I do not know the answer when the police shutdown

You are all alone facing down 30 zombies at 25 yards.
The local prosecuter and judge support the zombies.
When the zombies decide to rush you, you can use you riot gun, but some will get through and beat on you.

Best to team up with neighbours to protect the block. If the zombies are marching and leaving a trail of burning building, snipe them from a distance??

Probably the right call. Here it is legal to use deadly force to protect yourself or someone else - not just from threat of death but also from "grave" harm. So if I believe a mob of dozens, or even 3 or 4 zombies are going to do significant harm to my neighbor who is out confronting them in his/her yard... I believe it is entirely legal for me to employ deadly force to protect him/her. Of course, given the ah "proclivities" of my neighborhood, the significant makeup of current military members and veterans... I'm probably not fast enough to be the one who puts an end to a situation like that.
