Start button> All Programs> Accessories> Snipping Tool.
You can right click and Pin to Start Menu and Taskbar for easier access. To create a desktop icon you can right click on the program and go to properties and Open File Location then locate ‘SnippingTool’ in the folder below. Highlight and have the right mouse button depressed the drag it to the Desktop and let go and then click on Create shortcuts here.
You can also just go here and do all 3 steps.
