I googled the executive order. Looks like it just applies to stores over 50,000 square feet (sections 11c-d). Smaller stores are still allowed to sell seeds and paint.

There was one time they didn't. Jim "Flim-Flam" Florio's tax increase was SO unpopular (especially the toilet paper tax), that the Republicans got veto proof majorities of both houses.
