1.5 million people in the USA have some form of lupus.
And, chloroquine is prescribed to some Rheumatoid Arthritis sufferers.
I incorrectly used the "rate" from the Wikipedia article. It perhaps means rate of annual diagnosis and not rate of occurrence in the population.
Further confounding such a study would be that women are apparently more often affected by lupus than men.
Also, the most critical need is for those who have the most serious symptoms. I think I read that "cytokine storm" might describe the over-reaction of the immune system that can lead to death. The experience of the lupus population might not indicate an important curative effect for those most in medical need.
