Exactly. Small genetic differences in a virus will make the effects EXTREMELY different. A perfect example of this occurred years ago.

Most people are unaware that there was an Ebola outbreak just outside of Washington, DC. It escaped from a facility that imports animals (monkeys) from overseas for medical research. It turned out that one of more of the monkeys was infected with the Ebola virus, in particular, a strain that was eventually named "Ebola - Reston," named for the location of the outbreak, Reston, VA. It turned out that while nearly always fatal to the monkeys, humans really lucked out that the specific virus was different enough from Ebola - Zaire or Mahrburgh, in that it only caused cold-like symptoms in humans. But there were only minor genetic differences between the Reston and Zaire strains, where the Zaire strain has a 60%-90% mortality rate in humans.
