I vividly recall being on the ground in the biggest most deadly riots in modern U.S. history, LA 1992. What an ugly spectacle the government publicly displayed...Total chaos...You were on your own as the government hauled ass in fear.

We are arguing semantics. Correct, there will not be a repeat of “The War Between the States”. One with Blue or Grey uniforms, horses and cannons etc. No, but a national “civil” war between two factions of Americans for control of the country? A real possibility.
Who makes up the military? PEOPLE! Not ships and tanks. Would military personnel make war against their own people (conservatives)? A war like this would divide the military as well, or render it useless.
Don’t give me “brother fighting brother” as evidence for your side as it is actually evidence for MY position. The two sides are so diametrically opposed that even Liberal brothers will fight Conservative brothers, not because they are “brothers”, but because their causes supersede family ties.
I am not saying that there WILL BE another civil war, but to rule it out is beyond maroonic.

Then why haven’t we won in Afghanistan after 18 years?
The author certainly couldn't argue that the Syrian government had any less ability relative to its residents in the areas of military assets, intelligence assets, or any other means of repression. The Syrian government was famous for spying on its people, repressive police forces, and plenty of fighter jets, attack helicopters, tanks and so on. The Syrian government reportedly even massacred entire villages due to their anti-government activity. Something it is unlikely even a rabid Democratic led government here would do.
But when the society fractured over internal disputes a terrible outpouring of violence occurred and is still ongoing. Nobody in Syria who thought, don't worry, the government will crush their opponents in a few weeks is saying that now. Much of the country is in ruins, thousands and thousands of people have died, millions are refugees and the end of the whole tragic mess is nowhere in sight.
Once a society descends into violence, everyone suffers.
