Slight timeline correction to my previous post after double-checking: Nixon's war contract termination assignment began in January 1945 with his assignment to the Navy's Bureau of Aeronautics in Philadelphia before he went to first New York and then Maryland to continue this work, as noted in Black's Nixon biography and here:
In January, 1945, with the tide of the war decidedly turning in favor of the United States and its Allies on all fronts, then-Lt. Nixon was ordered to return to the United States and transferred to the Bureau of Aeronautics Office in Philadelphia. There he helped to negotiate the termination of war contracts for the United States Navy. His efforts were noted and, for the balance of the year, President Nixon traveled around the country negotiating the termination of war contracts. In October, 1945, his efforts were again recognized when President Nixon was promoted to the rank of lieutenant-commander.:

Additional follow-up: I have identified the source of the Nixon Paperclip rumor. Inspired by Loftus and Aarons's allegation about Nixon and Konti, Peter Levenda in his Sinister ForcesA Warm Gun: A Grimoire of American Political Witchcraft speculated that Nixon came across Paperclip files during his Naval assignment and used this to extort the Dulles brothers into promoting his political career. Levenda offers this as his own speculation, and provides no evidence to support it. Note that Levenda is an occultist who was formerly asssociated with the Church of Satan and was the author of the Satanic hoax book The Necronomicon, which followed LaVey and other Satanists in promoting the idea that H.P. Lovecraft's fiction embodied communication from the same Sumerian deities behind Aleister Crowley's occult beliefs (in fact, Lovecraft was not particularly interested in Sumerian mythology, and he summed up his unflattering opinion about Crowley in a Christmas 1933 postcard to Clark Ashton Smith, replying to an item about Crowley Smith had sent him: "Glad to see this item about Crowley. What a queer duck! He is the original of Clinton in Wakefields 'They Return at Evening'"--this is a reference to H. Russell Wakefield's villainous sorceror character Oscar Clinton, modelled on Crowley.).
