Having read Dumas Malones 4-volume bio of Jefferson, I must demur. I clearly remember Malone quoting a letter from Jefferson to Adams during the War of 1812 in which Jefferson allowed that Adams must be taking satisfaction from navy that Adam had fought for building.IIRC Jefferson had instead been more in favor of the construction of non-oceangoing (i.e., unseaworthy) gunboats for defensive purposes with no offensive power to threaten the British in any way.
See post 20. Jefferson constantly advocated going to war against the pirates years before the US Constitution was ratified.

Yeah...I think the big debate then was how to pay for the stand up of the Navy!
Jefferson opposed to expanding the Navy before he was president. Once elected reality changed his tune and he no longer voiced opposition to a strong Navy.
“Six Frigates” is 592 pages. Way too long. I was disappointed with “American Caesar” and it was 800+. The book was about MacArthur.
