We pay taxes to be protected. If the protection is insufficient or sorely lacking it is left up to individual to protect himself and his family.

The bait purse with exploding nutella or chocolate pudding is the best, wish they could have added skunk scent. Thieves are the worst sort of people, they steal from everyone, friends, family, there is nothing worse than someone you cannot trust being around you.
I was thinking the package should have contained an angry skunk.
