That worked out mostly because no one particularly cared if someone ran a thousand miles of pipeline through the desert wastes of Saudi Arabia.
Fortunately or unfortunately, the same cannot be said for the Utahn wilderness.
It has been reported that there is one trillion dollars worth of coal in the region. It will be removed underground, not by strip mining. THe number of jobs and the tax revenues to the state of Utah will be large.
And how well developed was fracking technology back then?

Not just fracking.....horizontal drilling techniques have driven the shale revolution.....exposing a mile or two of rock drilled horizontally, then fracking the horizontal section with 25 to 50 stages increases production 10X that of a vertical well.
and yes....I’m in the oil & gas business....
Every time I hear about horizontal drilling I think “I dreenk your milkshake.”
Sounds like peak oil talkin'.
