The Baltic has almost no tidal movement. You’re thinking North Sea, specifically the Wadden Sea region.
In the 70s, we went swimming in the sea off the coast near St. Petersburg. Could have sworn Kojak's brother was on the beach. Ugh, the women were as huge as whales and wore string bikinis which were hidden by rolls of fat. When they'd bend over, they were pasty white under the fat but horribly sunburned on top. We didn't know until too late that women who shaved their legs were considered prostitutes. Men just peed right out on the beach.
